Meet Elaine
Elaine is the Provider and Owner of Rising Star Child Care and Learning Center. Her journey in early childhood education began in 1994, when she opened her own licensed family childcare in Sartell, Minnesota. With a lifelong passion for both children and numbers, Elaine graduated from Sauk Centre High School and began a career in accounting before joining the military. While stationed at Grand Forks Air Force Base in 1988, she met her husband, Tim. The two married in 1992 and raised their family in Sartell, MN. Elaine is a wife, mother and grandmother.
From 1994 to 2011, Elaine operated her licensed family childcare program, dedicating herself to providing nurturing, safe, and developmentally appropriate care. Throughout her career, she has served as a military professional, Controller and Accounting Manager, educator, mother, grandmother, and passionate advocate for children and families.
Elaine holds a Certificate in Early Childhood Education from St. Cloud Technical and Community College (SCTCC) and has her A.A.S. degree in Early Childhood Education. She also earned her Master’s degree in Accounting from Saint Mary’s University in 2022 and a B.S. in Accounting from Minnesota School of Business in 2011.
She is deeply grateful for the opportunity to serve the Sartell and surrounding community, creating a childcare environment that reflects her commitment to quality, compassion, and the developmental growth of every child.

Rising Star Child Care and Learning Center is focused on providing a safe, nurturing, and educational environment for each and every child in our care. Creating a creative learning space for fundamental development and talent growth. Encouraging their confidence as they are our next generation of leaders.
Philosophy:
We believe children are strong, beautiful, kind, smart, and most of all, our rising stars! We know all children deserve to have a safe space to learn and grow into the best individuals they can be with the most tools available.
Nature:
In nature we learn about the growth and development of the environment. We believe that children can explore nature while increasing knowledge of their surroundings.
Education:
We believe in supplying only the best educators can provide for the next generation, with an advantage to obtain the skills they need to succeed. Providing all the tools possible for them to rise to their full potential.
Community:
The staple to family is community. “It takes a village,” is the phrase I recall from a wise neighbor. We believe that engaging the children through activities in our community will encourage outreach and strengthen leadership skills in our youth.
